There are a bunch of bankers on the list.  Those who have swindled Trillions and devised such brilliant schemes that put the rest of us in check mate or at least they figure out the illusion that they have us in check mate.  And then they ACT!

We need to look at who these people are and why is it possible for a President to be able to do this?

Aside from bankers he’s invited all the CZARS – POSTS that are illegal and that were created by the government – ILLEGALLY!

He’s invited heads of charities, because those charities are not really there to do anything but be in the government control too.

He’s invited people with money.

Isn’t Bloomberg supposed to be a “conservative?”  – The people of NY got tricked with that one too.  He’s a progressive!

Congress isn’t invited, so look out for an ambush!

Obama talks immigration with officials — but no members of Congress

President Obama hopes to build political momentum for his view of immigration reform today, but a big meeting at the White House this afternoon does not include members of Congress.

Obama meets with what the White House describes as “senior administration officials and stakeholders” to discuss plans for tighter border security border as well as a path to citizenship for illegal immigrants who are already in the U.S.

“The president will also discuss how we can work together to foster a constructive national conversation on this important issue as we work to build a bipartisan consensus in Congress,” said a White House statement.

Among those expected to attend: New York City Mayor Michael Bloomberg and former California governor Arnold Schwarzenegger.

Congress is currently on recess. Republicans have said that while they support tighter border enforcement, they will vote against anything that smacks of “amnesty” for illegal immigrants — and that’s the word many of them use to describe Obama’s proposed path to citizenship.

And, of course, the GOP controls the U.S. House.

President Obama remains deeply committed to fixing the broken immigration system. The United States has been enriched by a steady stream of hardworking and talented people who have helped make America an engine of the global economy and a beacon of hope around the world. Being a citizen of this country comes not only with rights but also with fundamental responsibilities. We can create a pathway for legal status that is fair, and reflects of our values.

— Strengthen economic competitiveness by creating a legal immigration system that meets our diverse needs: Our immigration laws should encourage high-skilled individuals we train in our world-class institutions of higher education to stay in the United States and create jobs, stop punishing innocent young people for their parents’ actions by denying children the chance to earn an education or join the military so they can earn higher wages and generate more tax revenues, provide farmers a legal way to hire the workers they rely on, and should respect families following the rules.

The President takes seriously his responsibility to enforce our immigration laws and secure the border. Over the last two years, the Obama Administration has dedicated unprecedented resources to secure the border, taken important steps to make interior and work site enforcement of our immigration laws smarter, and more effective, and made improvements to the legal immigration system.

— Dedicating Unprecedented Resources to Secure the Border: Today, there are more “boots on the ground” along the Southwest Border than ever before. DHS has also deployed thousands of technology assets, including aircraft and Unmanned Aircraft Systems, and completed nearly all fencing. Last year, Congress answered the President’s call to bolster the federal government’s efforts through the Southwest Border Security Supplemental Bill. DHS is using these resources to build on their successful efforts to decrease the numbers of illegal aliens who cross the border and increase seizures of illegal currency, drugs, and guns that have led to thousands of criminal arrests and prosecutions.

— Making our Interior and Work Site Enforcement Efforts Smarter and More Strategic: The Administration has laid out new enforcement strategies targeted at removing immigrants convicted of serious crimes and unscrupulous employers who seek to exploit both immigrant and American workers. These new strategies are having real results with deportations of criminal immigrants significantly increasing and auditing and fines against employers who are not in compliance with immigration laws in FY 2010. DHS has also invested in implementing important reforms to the detention system, enhancing the security and efficiency of the detention system while prioritizing the health and safety of detainees.

— Improving our Legal Immigration System: The Administration is improving processing times and clearing backlogs of pending immigration applications, including fully eliminating the FBI National Name Check Program’s backlog. DHS is also working to ensure that naturalization is accessible to all qualified legal immigrants. Since January 2009, DHS has worked with the Armed Forces to naturalize 14,000 military personnel. DHS is also devoting critical funding to support citizenship preparation and integration programs in communities throughout the country.

Our efforts have been enormously successful, but we need comprehensive reform that demands responsibility and accountability from the government, businesses, and immigrants themselves.

California – Democrat, Bernard C. Parks Committee sent a mailer which listed DEAD people as endorsing Parks’ reelection.

The propaganda which listed more than a dozen deceased religious and community leaders as endorsing Councilman Parks’ reelection is not a new tactic by the Democrats.  Across the nation VOTES have been cast by the dead and counted with cartoon characters. So, unfortunately, voter fraud is not something the Democrats seem to take lightly.   It’s very much a tool and a weapon in their ability to win election after election.  It makes one wonder just HOW much is the result of these fraudulent endeavors across the nation.  We know it’s rampant in Chicago, California, New York, and Texas.  But to what extent is the question.  Should the American people have any faith at all?

Dead Can’t Vote: Parks Mailer Named Deceased ‘Supporters’

L.A. County Supervisor Mark Ridley-Thomas, who was also erroneously named as a supporter, backs Parks’ opponent in the City Council race and has slamed the Chamber of Commerce-sponsored campaign mailer calling it one of the “most stunning displays of political manipulation” he’s ever seen, reports the LA Times.

Candidates and campaigns cannot by law coordinate with independent committees that spend on their behalf, however Ridley-Thomas thinks Parks should denounce the piece sent by Los Angeles Jobs PAC, notes the LA Times. Said Parks, “The reason they’re called independent is because we have nothing to do it. It’s unfortunate, and I would hope that whoever paid for it got their money back.”

L.A. Chamber President expressed embarrassment and anger over the mailer that listed more than a dozen deceased religious and community leaders as endorsing Councilman Parks’ reelection. He said the committee’s vendor, Englander, Knabe & Allen, used a “woefully outdated” list of supporters from 2003 City Council race.

ACLU Defense of Muslims is Political

NEW YORK, Feb. 23, 2011 /Standard Newswire/ — The ACLU of Southern California and the Los Angeles chapter of the Council on American-Islamic Relations is suing the FBI for violating the rights of Muslims by sending an informant to spy on them in a California mosque. The FBI was investigating possible terrorist threats, but the lawsuit claims it was guilty of “indiscriminate surveillance.”

The ACLU is motivated by politics, not principle. That’s easy to prove. In the late 1970s, after Rep. Henry Hyde authored a bill to restrict federal financing of abortions, the ACLU dispatched an agent to spy on him. The agent followed him into a Catholic Church on Sundays and took notes of what was happening. “Pregnant women and children” bore “gifts for life,” the agent said. The parishioners even went to Holy Communion, as did Hyde, and were caught praying! [For evidence, see my book, The Politics of the American Civil Liberties Union, Transaction Press, 1985.]

All of this was done to show that it was Hyde’s Catholicism that accounted for his pro-life stand. Hyde’s response was right on the money: “I suppose the Nazis did that — observed Jews going to the synagogues in Hitler’s Germany — but I had hoped that we would have gotten past that kind of fascist tactic.”

That’s why the ACLU is so fond of defending the religious rights of prisoners, but is noticeably silent when it comes to the due process rights of Catholic priests accused of crimes that allegedly happened decades ago.

The FBI has a job to do in tracking down suspected terrorists, and if that warrants surveillance in a house of worship — including a Catholic church — so be it

Mexico: Video Game “Call of Juarez: The Cartel” Draws Mixed Reactions

The video game “Call of Juarez: The Cartel” by game developer Ubisoft has drawn criticism from Mexican and US officials; but netizens are at odds about the game and the local politician’s efforts to ban it.

According to the game’s official website, “You’ll embark on a bloody road trip from Los Angeles to Juarez, Mexico immersing yourself in a gritty plot with interesting characters and a wide variety of game play options. Take justice into your own hands in this modern Western shooter.”

Authorities on both sides of the border are concerned that the game will send the wrong message to young players, as The Latinamericanist reports:

Community leaders and law enforcement officials on both sides of the U.S.-Mexico border are unhappy with the upcoming release of “The Cartel”. “Lots of kids say they want to be a hitman, because they are the ones that get away with everything,” said Ciudad Juarez youth worker Laurencio Barraza to Reuters. Though Ubisoft insists that the game is for “entertainment purposes only” the police chief of Brownsville, Texas accused the firm of trying to “capitalize on the violent situation in Mexico.”

Ismael Flores in Vivir México [es] explains that legislators in the state of Chihuahua –where Ciudad Juárez is located– have called on the Secretariat of Governance and the Secretariat of Economy to prohibit the sale of the video game in Mexico. Ismael wonders:

Si Call of Juarez: The Cartel en vez de ser un videojuego fuera una novela ¿Causaría tanta molestia? ¿También se pediría censurarla impidiendo su venta? Yo me sumo a la opinión de que esta clase de contenidos, como muchos otros, deben ser puestos al análisis individual y, en el caso de estar expuestos a niños, sometidos a discusión con ellos. Creo que puede ser más traumático para un infante sentarlo a ver las noticias que jugar un videojuego. Pero ese soy yo… ¿Ustedes qué dicen?

If Call of Juarez: The Cartel were a novel instead of a video game, would it bother people so much? Would they also ask to censor it and prevent its sale? I join the opinion that this kind of content, like a lot of other content, should be analyzed on an individual basis and, in the case that children are exposed to it, discuss it with them. I think it could be more traumatizing for a child to watch the news than to play a video game. But that’s just me…What you think?

Coincido: no es que se trate de hacer una apología del crimen organizado, pero considero que existe una satanización sólo por tratarse, precisamente, de un videojuego. ¿Por qué tanta mala fama? Nunca me lo explicaré, pero tantos estudios cuestionables que pululan y hacer correlaciones forzadas han generado mucha intolerancia hacia los juegos de vídeo.

Vería muy mal que el gobierno federal hiciera caso de esta petición del Congreso de Chihuahua, pues sólo demostraría que están más atentos a la imagen que al fondo. El videojuego, como otras expresiones culturales, refleja y reinterpreta la realidad — por más triste y dolorosa que sea. En lugar de preocuparse por sacar a Call of Juarez: The Cartel de las tiendas, mejor que se enfoquen en lo que en realidad importa: disminuir el clima de inseguridad en la ciudad.

I agree: it is not about making an apology of organized crime, but I think people are making it sound satanic [es] just because it is, precisely, a video game. Why give video games such a bad name? I will never understand, but many questionable studies that make forced correlations [es] have generated much intolerance towards video games.

It would be very bad if the federal government obeyed this request from the Congress of Chihuahua, because it would only show that they are paying more attention to the image than to the content. The video game, like other cultural expressions, reflects and reinterprets reality — however sad and painful it is. Instead of worrying about taking Call of Juarez: The Cartel out of the stores, they should focus on what really matters: reducing the climate of insecurity in the city.

Where’s the Media? L.A. Att’y Declares Many Abuse Accusations Against Catholic Priests Are ‘Entirely False’

In a stunning ten-page declaration recently submitted to the Los Angeles County Superior Court, veteran attorney Donald H. Steier stated that his investigations into claims of sexual abuse by Catholic priests have uncovered vast fraud and that his probes have revealed that many accusations are completely false.

Counselor Steier has played a role in over one hundred investigations involving Catholic clergy in Los Angeles.In his missive Mr. Steier relayed, “One retired F.B.I. agent who worked with me to investigate many claims in the Clergy Cases told me, in his opinion, about ONE-HALF of the claims made in the Clergy Cases were either entirely false or so greatly exaggerated that the truth would not have supported a prosecutable claim for childhood sexual abuse” (capital letters are his).

Mr. Steier also added, “In several cases my investigation has provided objective information that could not be reconciled with the truthfulness of the subjective allegations. In other words, in many cases objective facts showed that accusations were false.

Mr. Steier’s declaration is a stunner. He is as experienced as anyone in studying the claims of abuse against Catholic clergy in the Los Angeles area. Also among Steier’s eye-opening statements:

  • “I have had accused priest clients take polygraph examinations performed by very experienced former law enforcement experts, including from L.A.P.D., the Sheriff Department, and F.B.I. In many cases the examinations showed my clients’ denial of wrongdoing was ‘truthful,’ and in those cases I offered in writing to the accuser to undergo a similar polygraph examination at my expense. In every case the accuser refused to have his veracity tested by that investigative tool, which is routinely used by intelligence agencies.”
  • “I am aware of several plaintiffs who testified that they realized that they had been abused only after learning that some other person – sometimes a relative – had received a financial settlement from the Archdiocese or another Catholic institution.”
  • “In my investigation of many cases, I have seen the stories of some accusers change significantly over time, sometimes altering years, locations, and what activity was alleged – in every case, the changes seemed to have enabled or enhanced claims against my clients, or drastically increased alleged damages.”
  • “I am aware that false memories can also be planted or created by various psychological processes, including by therapists who might be characterized as ‘sexual victim advocates,’ if not outright charlatans.”
  • “Most of the approximately seven hundred psychiatric ‘Certificates of Merit’ filed in these Clergy Cases, as required by [California] Code of Civil Procedure § 340.1, were signed by the same therapist.” (!) (Note: A “Certificate of Merit” from “a licensed mental health practitioner” is required in California before filing an abuse lawsuit.)

Steier signed and submitted the declaration “under penalty of perjury” November 30, 2010. Los Angeles County Superior Court officially filed it at 11 a.m. on December 15, 2010. (Images of Steier’s declaration: pages 1456710.)

Steier also took aim at the outspoken advocacy group SNAP (Survivors Network of Those Abused by Priests):

They maintain an interactive Internet website with a user ‘Forum’ and ‘Message Board,’ among other features, where people can share detailed information between alleged victims pertaining to identity of specific alleged perpetrators, their alleged ‘modus operandi,’ and other details of alleged molestation. In effect, a person who wanted to make a false claim of sexual abuse by a priest could go to that website and find a ‘blueprint’ of factual allegations to make that would coincide with allegations made by other peopleLaw enforcement also uses the S.N.A.P. website to attempt to locate new victims and allegations against Catholic priests.

Needless to say, SNAP had a fit at the sight of Steier’s declaration. In a frantic press statement dated December 13, 2010, SNAP derided Steier’s declaration as a “legal maneuver” that was “among the most outrageous and hurtful ever made by a church defense lawyer.” In addition to claiming it will file a complaint with the California Bar Association, it demanded that Los Angeles Cardinal Roger Mahony “denounce Steier’s claims and to disclose how much archdiocesan money has been paid to Steier.” (Gee, the last time I checked, SNAP steadfastly refused to divulge how much of its income is derived from the number of lawyers with whom it closely collaborates!)

Yet there is a glaring absence from SNAP’s statement. The organization does not refute nor deny any of the specific claims made by Steier. It simply labels them as “outrageous” and “hurtful.” That is hardly a blow to the explosive declaration aired by the veteran attorney.

Yes, Catholic priests terribly abused minors, and bishops failed to stop the harm. That’s an undeniable truth. There are few crimes that revolt more than sexual abuse. The abuse of minors is a dark episode that the Church will forever have to live with.

Yet major media outlets have largely ignored a major element to the entire Catholic abuse scandal narrative.

Here is Wall Street Journal writer Dorothy Rabinowitz:

“People have to come to understand that there is a large scam going on with personal injury attorneys, and what began as a serious effort has now expanded to become a huge money-making proposition.”

Surprise: Ms. Rabinowitz made her remark in 2005. Since then, the Church has doled out an additional $1 billion in settlements.

Will 2011 be the year that the media finally begins to take a closer look at many of the claims being made? What about the suspicious relationships between SNAP, lawyers, and many in the media? (Vincent Carroll at the Denver Post is a rare voice of acknowledgement: “[F]raudulent or highly dubious accusations are more common than is acknowledged in coverage of the church scandals — although they should not be surprising, given the monumental settlements various dioceses have paid out over the years” (Oct. 10, 2010).)

In yet another tragic consequence of sanctuary policies, an illegal immigrant teenager convicted of beating and raping a neighbor had a criminal record and previous arrests before committing the atrocity.

The illegal immigrant from Mexico was just 14 years old when he assaulted, robbed and raped a 64-year-old woman earlier this year near his home in Liberty Township, an Ohio town located bout 25 miles south of Dayton. He pleaded no contest and this week was slapped with a 28-year prison sentence. Authorities say he will finally be deported once he serves his time.

The big question is why wasn’t he deported sooner? The sheriff in Butler County, where the crime took place, confirmed early on that the violent teen (Alex Ramirez) had a previous criminal record and would be tried as an adult. Ramirez had also been arrested at least twice, according to local news reports that also revealed the teen had broken into other houses before bludgeoning and raping the woman.

Authorities said the illegal alien was armed with a rifle when he knocked on the door of the victim’s home at a trailer park in mid January and demanded money. After beating and sexually assaulting the woman, he forced her to drive him to an automated teller machine to withdraw money.

Tragically, cases like these are not uncommon. Local governments’ sanctuary policies have for years enabled violent illegal immigrants by shielding them from the feds after arrests or criminal convictions. Recent examples include a violent gang member who murdered a high school football star in Los Angeles, another gangbanger who gunned down a teenage honor student on a Maryland bus and a drunken driver who killed two women and a toddler in Colorado.

Ohio has at least five sanctuary cities, according to a group that monitors illegal immigration in the state. They include Columbus, Dayton, Lima, Oberlin andPainesville.

Houston Police say No to Bill White – You Should Too!

Thursday the Houston Police Officers Union said NO to Democrat Gubernatorial Candidate and former Houston Mayor, Bill White with their endorsement of Governor Rick Perry. Recently the Houston Professional Firefighters Association did the same thing. These brave men and women served directly under the leadership of former Mayor Bill White for 6 long years. They perhaps know this man better than any other group of people in Texas and they have resoundingly said he is unfit to be governor of Texas.

Governor Perry announced he will make the abolition of sanctuary cities an emergency item in the upcoming legislative session. Perry said with an abolition of sanctuary cities, Texas law enforcement professionals will have the discretion to use their judgment as they work to keep Texas communities safe.

Under then Mayor White’s terms as mayor the following officers were killed or critically injured by repeat criminal illegal aliens. If Mayor White had allowed officers to do their jobs perhaps some of these deaths could have been avoided.

Officer Rodney JohnsonOfficer Rodney Johnson:

On September 21, 2006, Officer Rodney Johnson made a routine traffic stop on the south side of Houston. During the traffic stop, Officer Johnson placed the driver of the car, Juan Leonardo Quintero, in the back seat of his patrol car in handcuffs while he ran some checks on the suspect. While in the back seat of the locked patrol car, Quintero, managed to get his hands back in front of him, pulled a gun and shot Officer Johnson in the back of the head four times. Quintero had been placed in the back of the patrol car because he did not have a driver’s license. The reason – He was a repeat criminal illegal alien. An illegal alien who had been arrested and deported twice and had again recently been arrested for indecency with a child and allowed back on the streets to kill Officer Johnson. What did Sanctuary Bill White do about HPD policy after this killing? NOTHING

Officer Gary GryderOfficer Gary Gryder:

On June 29, 2008, Officer Gary Gryder responded to a traffic incident on the Katy Freeway feeder road with his partner Officer Joe Pyland. While working the accident the officers were struck by an out of control car driven by yet another illegal alien, Hung Truong. Gryder was killed and Pyland came within inches of losing his life but sustained major injuries. Truong was charged with manslaughter and is awaiting trial pending mental treatment. Once again, What did Sanctuary Bill White do about HPD policy? NOTHING

Officer Richard SalterOfficer Richard Salter:

On March 5, 2009 Officer Richard Salter executed a narcotics search warrant in the dark of night when he was ambushed by career criminal – illegal alien Wilfido Joel Alfaro. Alfaro was waiting inside the door as Salter was the first officer to enter. He shot Salter in the face at point blank range. Alfaro had a long criminal record that included being arrested five times for possession or delivery of drugs. Three of these offenses occurred after Alfaro was issued a “voluntary departure” order from an immigration judge. WHAT!? A voluntary departure after twice being convicted of selling drugs!? Yes that’s right… We just asked him nicely to leave the country. He didn’t. He came to Houston and and Rick Salter’s life will never be the same. Months and months of surgeries passed. Years of rehab await his future.

After Officer Salter was shot, I attended a rally at Houston City Hall sponsored by US Border Watch. The rally was in support of our officers and against the HPD Sanctuary Policy that continued under Mayor Bill White’s terms as mayor. Oddly our rally was met by a group of anarchists and self-proclaimed socialists who were protesting against our support of the officers.

Later that day I and several others spoke with Mayor White before Houston City Council. We pleaded for Mayor White to adopt the ICE 287g program that would allow repeat criminal illegal aliens to be identified in the Houston City Jail. The criminals would the be turned over to ICE and deported once our justice system was finished with them.

The Houston Chronicle reported;

“Mayor Bill White said the disclosure about the immigration status of Wilfido Joel Alfaro … highlights the federal government’s failure to identify and deport illegal immigrants convicted of crimes.”

That may be true, but it was his responsibility to develop programs to keep his police oifficers safe. He later promised he would adopt the 287g program for Houston as had been done by the Harris County Sheriff’s Department. What did he actually do? NOTHING

Officer Henry CanalesOfficer Henry Canales:

A mere three months later, June 23, 2009, Officer Henry Canales was working an undercover sting operation. Their assignment was to bust people merchandising stolen property. While working this case, Officer Canales was fatally shot by, once again, a repeat criminal illegal alien Roberto Carrillo from Mexico. He had previously been picked up and deported in El Paso in 1999. Since his return to the United States (a felony after being deported) he had four additional encounters with the Houston Police Department where he had been stopped and ticketed FOUR TIMES in 2002. A warrant had even been issued for him for failure to appear, but he was allowed to pay the fine and remain in this country. Carrillo was shot and killed by police officers while he was pointing a gun at them after killing Officer Canales.

I attended the funeral of Officer Canales. It was a beautiful service. His fellow officers spoke highly of him. His beautiful wife and daughter found the courage to stand and offer their stories about their beloved family member. The funeral was in a packed church and was attended by many dignitaries including Bill White and Sheila Jackson Lee. The funeral was made all the more tragic by the knowledge that his death could have been prevented if law enforcement and elected officials took their oaths seriously and actually protected the citizens of this country from repeat criminal illegal aliens.

After the funeral for Officer Canales, I once again spoke with many others to Mayor White and the Houston City Council. Many accused the Council and Mayor of not caring about officer safety. I said, I am sure you care, but what are you willing to do? Mayor White again promised he would implement the ICE 287G program. What did he actually do? NOTHING

Mayor White left Houston much like he found it. A sanctuary city where repeat criminal illegal aliens are allowed to run the streets and kill or seriously injure Houston Police Officers. Oh, but only it would stop there. It was not just HPD officers who were killed during White’s tenure as Mayor of Houston. Many civilians were killed in carjackings, drunk driving accidents, and other murderous assaults. White did finally sign on to a much watered down program called “Secure Communities”. Do you feel safer?

It is no surprise that our Houston Police Officers and Fire Fighters would refuse to back Bill White and come out in favor of Republican Governor Rick Perry. Bill White has their blood and our blood on his hands and stood quietly on the sidelines while whining like a baby that this was all the federal government’s fault.

“As a local law enforcement agency, under law, we can’t deport people,” White said. “That is the job of the federal government, and we’re calling on the federal government to do their job.”

Mayor White, you had six years as Houston’s Mayor. There were things YOU could have done as mayor that would have allowed repeat criminal illegal aliens to be identified and sent to ICE for deportation. What did you do to make us safer? NOTHING!

You handed off the ball to the current Mayor, Anise Parker who also promised to implement 287g in her campaign and at one of her first city council meetings where I asked her to live up to her campaign promise. She learned from you well, Mayor White. Promise much – Deliver NOTHING!

Los Angeles County prosecutors, in records obtained Wednesday by The Times, lay out in the most detail yet the lengths to which they allege former Bell City Administrator Robert Rizzo went to hide extravagant salaries for himself and other city officials.

The court documents accuse Rizzo of directing an employee to draft false contracts and other records in September 2008 that concealed how much he and council members made. Then a few months ago, under growing scrutiny of his salary, the city manager asked a subordinate to obtain Mayor Oscar Hernandez’s signature on some of those 2008 contracts, the court filing says. The subordinate pointed out that another council member had been the mayor in 2008.

“Rizzo directed the subordinate to obtain Oscar Hernandez’s signature anyway because Hernandez would be willing to sign,” the documents say. “The subordinate did so.”

The allegations were made in court documents asking a judge to prevent Rizzo and seven other current and former city leaders charged this week from using money improperly taken from Bell to bail themselves out of jail.

Rizzo’s attorney, James W. Spertus, did not return a call seeking comment on the allegations. But he has repeatedly said that his client is innocent.

The prosecution documents allege that Rizzo used the false 2008 contracts in response to questions about his salary. He allegedly told one citizen who asked whether he was really making $400,000, “If I can make that kind of money, I wouldn’t be working here.”

Prosecutors accused Rizzo of continuing to use the false contracts in recent months amid growing scrutiny of his salary by the district attorney’s office and others.

Sometime after June, one of the false 2008 contracts was given to the city attorney following requests for records of Rizzo’s pay. The contract listed Rizzo’s salary as $221,460. In reality, Rizzo was on course to make more than $1.5 million in salary and benefits this year.

As recently as last week, Rizzo pointed to the contracts in response to questions from the state attorney general’s office and falsely claimed they were genuine and were approved by the City Council, the court documents allege.

“By continuing to maintain the fiction that the documents purporting to be September 2008 contracts are genuine, Mr. Rizzo continues to retain public funds feloniously obtained,” Deputy Dist. Atty. Max Huntsman wrote in one of the court documents.

As The Times reported earlier this month, prosecutors said that the contracts were never approved by the council. In addition, Huntsman alleged that Assistant City Administrator Angela Spaccia’s computer was used in 2005 to generate a contract that gave her large raises without council approval.

“A substantial portion of her compensation from the City of Bell appears to have been obtained feloniously,” Hunstman wrote.

Spaccia was charged this week with misappropriating public funds, but she was not charged in connection with the alleged 2005 contract.

The court documents also say Rizzo directed an employee to draft a memo in 2008 that listed council member pay as about $8,000 a year. In reality, council members were making far more — nearly $100,000 earlier this year.

Rizzo, 56, is charged with 53 felony counts of misappropriation of public funds, falsification of public documents and conflicts of interest. If convicted, he faces up to 58 years in state prison.

The other Bell defendants are charged with misappropriating public funds. All eight are expected to enter pleas Oct. 21.

Wearing brown jail scrubs and shackled to a waist chain, Rizzo appeared in court Wednesday alongside the seven other defendants. He rocked gently back and forth in his chair as his attorney argued that his bail should be reduced.

“He has been here for 30 years,” Spertus said in court. “There is nowhere to run…. Everybody knows his face.”

Superior Court Judge Michael E. Pastor reduced Rizzo’s bail from $3.2 million to $2 million, but declined to significantly change the bail amounts for the other defendants.

“The charged offenses are, in my opinion, extremely serious,” Pastor said.

Councilwoman Teresa Jacobo was released on $260,000 bail, and Councilman Luis Artiga was released on $120,000 bail. Former Councilman George Cole was expected to be released late Wednesday. Rizzo, Spaccia, Hernandez and Councilman George Mirabal and former Councilman Victor Bello remained behind bars late Wednesday.

AUBURN, Wash.—The Bell, Calif., city manager charged with misappropriating public funds owns a horse ranch at Auburn and raced thoroughbreds at the Emerald Downs track in the Seattle suburb.

The Los Angeles Times reported Robert Rizzo bought the 10-acre ranch in 2004 for nearly $1 million and has owned dozens of race horses.

Auburn neighbors say Rizzo has been a good neighbor, and fellow horse owners and trainers at Emerald Downs were shocked and surprised by the allegations in California.
