Iran – Accuses US of violations of the Nuclear NONE PROLIFERATION TREATY violations

This a tactic that the Democrats are known for.

If they know (because they are guilty of something) that they will be accused of something, they accuse the accuser (or their party) of the same type of thing.  If they have already been accused, then DENY forever and do not allow dissent.

This is a loose – loose for America.  This is also why the MAIN STREAM MEDIA is once again acting as an agent for this government.  They would rather cover this up and “ignore” it.  If you ignore it, then it’s worse then dead, it never existed.

Iran urges Amano to report US, Europe NPT refusal to BOG Service: Nuclear Energy
News Code :8912-13249

Iran IAEA ambassador (L), IAEA Chief (R)ISNA – Tehran
Service: Nuclear Energy

TEHRAN (ISNA)-Iranian Permanent representative to the IAEA Ali Asghar Soltanieh called for the agency Chief to inform the Board of Governors (BoG) and 55th general conference of the US and European counties’ refusal to comply with NPT commitments.

The full text of his letter follows:

“March, 2011

His Excellency Mr. Yukiya Amano

Director General

IAEA, Vienna

In the name of God, the most Gracious and the most Merciful

Upon instruction from my Government, I wish to draw the Agency’s attention to the following:

1.The United States Government has, for a long time, been in non-compliance with its obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).In violation of Article I of this Treaty, hundreds of nuclear weapons have been transferred to certain non-nuclear-weapon States, including under the umbrella of the North Atlantic Treaty Organization (NATO). In this regard, it is estimated that about 240 nuclear warheads are located in several European countries including Belgium, Netherlands, Germany, and Italy under the NATO nuclear umbrella system. Evidence of similar violations has been brought forward in the NPT Review Conferences.

2.Deploying hundreds of nuclear weapons in non-nuclear-weapon States and training the fighter/bomber pilots of the host States to prepare for handling and delivering the US nuclear bombs against nuclear as well as non-nuclear-weapon States contravene both the letter and spirit of the NPT in particular its Articles I and II and the Comprehensive Safeguards Agreement *INFCIRC/153) with the Agency.

3.The Statute of the IAEA also stipulates that the Agency should conduct its activities “furthering the establishment of safeguarded worldwide disarmament”. The 2010 NPT Review Conference, albeit insufficiently, adopted certain actions in this regard. For instance in Action 5, the Conference resolved that: the nuclear-weapon States commit to accelerate concrete progress on the steps leading to nuclear disarmament and to that end, they are called upon to promptly address the question of all nuclear weapons regardless of their type or their location as an integral part of the general nuclear disarmament process.

4. Furthermore, the nuclear-weapon States committed themselves to declare to the International Atomic Energy Agency (IAEA) all fissile material designated by each of them as no longer required for military purposes and to place such material as soon as practicable under IAEA or other relevant international verification and arrangements for the disposition of such material for peaceful purposes, to ensure that such material remains permanently outside military programmes. The Conference also called for the wider application of safeguards to peaceful nuclear facilities in the nuclear-weapon States.

5.This is a matter of serious concern threatening the global security and the non- proliferation regime including the NPT. The Islamic Republic of Iran as a non nuclear-weapon State party to the NPT and the Member State of the IAEA, cannot accept the status quo regarding the deployment of nuclear weapons in Europe, which is not only a clear violation of the letter and spirit of the NPT by both United States and the European countries hosting nuclear weapons, but also they pose serious threat to the global security.

6.I have to reiterate that equipping non- nuclear weapon states in Europe with nuclear weapons activities and delivery systems related to the deployed nuclear arsenals by the United States of America are in full contravention with non-proliferation obligations.

7.In light of the above, I request Your Excellency to inform all Member States whether the Agency has received declarations of the exact locations and amounts of weapon-grade nuclear material in these non-nuclear weapon states and whether the Agency has verified such declarations.

8.In this context Your Excellency are expected to investigate the technical specification and locations of nuclear weapons in Europe, specifically in the territory of the non-nuclear weapon States in Europe, which have already international obligations to refrain from doing so.

9.In conclusion the Director General is hereby requested to report the non-compliance of the United States of America and the European countries hosting nuclear weapons, with their obligations undertaken under the NPT, which is undoubtedly a serious threat to the global peace and security, to the Board of Governors as well as to the 55th General Conference. Such non-compliance requires prompt action by the United Nations Security Council.

Accept, Sir, the assurances of my highest consideration.

Ali Asghar Soltanieh

Ambassador and Resident Representative”
